[Foreign Policy] Transatlantics serve Trump – No Debt Brake for Armament

After the federal election on February 23, 2025 no new federal government has yet been formed but the first negotiations on changes to the law are already happening. What is significant in this case is which election promises one wants to get rid of and how. The CDU campaigned on adhering to the debt brake. [1] [2] [3] And currently the CDU/CSU, SPD and Greens still have a two-thirds majority to change or circumvent the Basic Law and thus also the debt brake. Due to the election result the CDU/CSU, SPD and Greens would no longer have a two-thirds majority once the new Bundestag is formed. If the debt brake is to be changed or circumvented for example with a new special fund then this would have to happen immediately. Otherwise the CDU/CSU, SPD and Greens would have to secure votes from the Left Party and AfD probably by making concessions in other areas. [4] [5]

At the same time calls for further rearmament are being made again. Back in 2014 the NATO agreed at the summit in Wales to spend 2% of GDP on defense although this is not legally binding. [6] [7] And the US government is now demanding 5% of GDP on defense from the other NATO member states. [8] [9] At the same time the US government is also proposing that the People's Republic of China and Russia halve their defense budgets together. Although the People's Republic of China has already rejected this offer the US government's intention is likely to remain the same. It is therefore reasonable to assume that the US will cut its defense budget and that the other NATO member states shall increase their defense budgets accordingly. In the end it could be that the other NATO member states will rearm for the US. [10] [11] [12]

Under the designated new Chancellor and loyal transatlanticist Friedrich Merz (CDU) a new special fund for the Bundeswehr worth 200 billion Euros is currently being discussed. [13] [14] [15] In addition the SPD and the Greens have already expressed their approval for such a project. The only question that remains is whether a new special fund will be passed with the old Bundestag or a change to the debt brake and concessions to the Left Party and AfD will be passed with the new Bundestag. And in any case it is significant that the already questionable debt brake is once again being called into question solely for rearmament. Investments in infrastructure or a revival of the economy which is in recession via demand policy are obviously not being considered. [16] [17] [18]
