[Außenpolitik] Schuldenpakt 2025 - Deutschland handelt in transatlantischer Treue
On Tuesday March 18, 2025 the Bundestag and on Friday March 21, 2025 the Federal Council voted for a change in the debt brake and a special fund for infrastructure in the Basic Law. The CDU has advertised the debt brake in the election campaign. [1] [2] [3] Under the leadership of the designated new Chancellor and loyal transatlantic Friedrich Merz (CDU) three changes in the Basic Law were negotiated. [4] [5] [6]
First expenses for defense and other security policy expenditure beyond 1% of the gross domestic product should be exempted from the debt brake.
In the future defense and other security policy expenditure will fall under defense spending like federal expenditures for civil and population protection as well as for intelligence services, for the protection of information technology systems and for the help of states that are attacked in violation to international law (Ukraine).
Secondly the federal states will be allowed to make deficits with up to 0.35% of the gross domestic product.
And thirdly a special fund of 500 billion euros over 12 years will be set up for additional investments to achieve climate neutrality by 2045.
From this 100 billion euros are intended for the climate and transformation fund 100 billion euros is intended for the federal states for investments and 300 billion euros are intended for further investments.
As a criteria for additional investments from this special fund the investments shall exceed 10% from the federal budget without special funds and financial transactions.
A vote was decided in the Bundestag and the Federal Council for all of these three changes.
As a result one could only vote for or against all three changes.

The Spectacle for the Masses
However the change in state expenditure and debt policy is declared as a reaction of the supposedly changed foreign policy of the United States. At the beginning of 2025 US President Donald Trump (R) publicly humiliated the Ukrainian President Volodymyr Zelenskyy (Sluha narodu) when visiting the United States. Instead of negotiating as usual behind closed doors Zelenskyy (Sluha narodu) was criticized and verbally attacked in front of Trump (R) and US Vice President Vice (R). This procedure for Trump (R) was also an acting for the masses that should be seen. Various politicians in Germany including transatlantic ones now pretend that one can no longer rely on the USA and have to become independant. [13]
Commands are and were Carried Out
This procedure is not new and is ultimately equivalent to an immediate following of the instructions from the USA. Back in 2014 the NATO agreed at the summit in Wales to spend 2% of GDP on defense although this is not legally binding. And the German defense budget has been approaching this requirement steadily since 2014. [14] [15] And the US government is now demanding 5% of GDP on defense from the other NATO member states. The German government and its transatlantics are now doing exactly what the United States wants. [16] [17]
[18]Pivot to Asia
This development fits into the larger strategy of the United States. The "Pivot to Asia" announced by Barack Obama (D) in November 2011 has already announced that the United States will partially withdraw from Europe. Due to the finite resources and the limited military forces of the United States a partially withdrawal from of the United States military forces out of Europe is inevitable. To ensure the dominance of states in the area of influence of the United States in Europe upgrading these states would be inevitable. Such upgrade could continue to be used as support for future operations of the United States. The previous and planned upgrade is therefore a direct or indirect one against China. [19] [20] [21]
