New study by IMK:Federal budget threatens a "vicious cycle" because cuts jeopardize growth – tax cuts a reason for pressure to save
In its medium-term financial plan, the German government is projecting significant cuts in many spending areas for the years leading up to 2030. The reductions, adjusted for inflation (real terms), amount to a good 43 percent less than in the current year, as outlined in the 2030 budget for the Ministry of Health. For education and family services, the cuts are a good 26 percent, and for transportation, a good 21 percent. Only defense and interest payments are expected to increase sharply in real terms, while spending on labor and social affairs, research, and housing is projected to rise moderately to slightly (details below). Excluding interest payments and defense, federal spending is expected to fall by 16.7 percent in real terms by 2030 compared to 2026, according to a new short study by the Institute for Macroeconomics and Business Cycle Research (IMK) of the Hans Böckler Foundation. While the reform of the debt brake has created new borrowing flexibility, it has not eliminated the federal government's structural financing problems.
