What is an international imbalance?
In the Financial Times, Martin Wolf noted a few days ago that imbalances in international trade are back on the political agenda. Although Wolf reaches entirely reasonable conclusions regarding mercantilism, he nevertheless states that it is nonsense to claim that the US trade deficits can be eliminated solely through trade or exchange rate policy. He believes that this would “also require macroeconomic adjustments, in particular a reduction in the US public budget deficit, which the IMF forecasts at 7.5 per cent of GDP for 2026”.

Cuba is struggling with an acute energy and fuel emergency, due to US sanctions. Protests broke out in the capital Havana on Wednesday evening (local time). According to the government, there is practically no diesel fuel - and up to 22 hours a day in parts of the capital there is no electricity. Meanwhile, the US increased the pressure on Cuba.

Gas prices have risen sharply due to the Iran-Iraq War. Because of the electricity market design, higher gas prices can quickly lead to higher electricity prices, placing a considerable burden on businesses and private consumers. A temporary subsidy for natural gas consumed in power plants, modeled on the measures implemented by Spain and Portugal during the 2022 energy crisis, could curb further increases in electricity prices, according to a recent study by Dr. Tom Bauermann, Dr. Thomas Theobald, and Fynn Janßen from the Institute for Macroeconomics and Business Cycle Research (IMK) of the Hans Böckler Foundation. Depending on gas price developments, their calculations show that the savings for Germany in the current situation could amount to around €7.3 billion per year. This would not only provide relief for households and businesses but also curb inflation and strengthen economic growth.

The so-called Iberian Mechanism offers a solution. Introduced by Spain and Portugal in 2022, it acts as an indirect, temporary price cap for natural gas used in electricity generation. Instead of the current market price for gas, a fixed reference price, significantly lower than the current market price, is used to calculate electricity bids for gas-fired power plants. This makes electricity generated from gas more affordable, thus significantly limiting the spread of price increases from the gas market to the electricity market.
